Through a recent Request for Proposals (RFP), the Office of Economic Development (OED) is seeking proposals to administer a temporary emergency housing financing assistance program.

OED is offering temporary housing assistance for low- to moderate-income households facing a financial hardship or other housing crisis that puts them at risk of losing stable housing. OED is seeking to partner with a local vendor or set of vendors to administer these resources on behalf of the City and County of Denver.
Funds are intended to support low- and moderate-income residents in Denver County in maintaining stability during the time it might take to find alternative housing during a crisis including economic pressures, unsafe housing conditions or a potential eviction, with the ultimate goal of preventing displacement. The funds may also support renters or homeowners seeking utility assistance during a housing crisis.
OED anticipates total funding of up to $1.5 million (10 percent administration cost allowed) will be awarded through this RFP, however the City and County of Denver and the OED reserve the right to negotiate the total contract amount.
The RFP for temporary housing assistance has been posted on the City’s procurement website, BidNet. Members of the general public, including organizations that may consider responding to the RFP, are invited to sign up to review the document through BidNet. Please see the attached document with a step-by-step guide on how to register for a BidNet subscription system to review and comment on the RFP. The process to create a login ID and review the RFP is free, but organizations will have the option to upgrade to a full membership forBidNet if interested. A full membership will provide regular notifications as future funding opportunities are posted. Please note that the RFP is listed under “City and County of Denver General Services Purchasing” and “Temporary Emergency Housing Financial Assistance” once you have created a BidNet account and can access the site.
